Also, I want to see what recoil looks like when they fire. Do they start bobbing back and forth? Or does the Segway roll backwards to compensate?

I actually think this could be useful for a quick reaction force in a urban environment. Getting outflanked sucks - getting outflanked by a bunch of guys on segways would suck even more. I don't think you'd be able to lay much accurate fire from one of these platforms but you could do enough suppressing fire to pin people down.
