Stokes Croft, Bristol has already done that. I can't find any good photos of them on the web, but those green things in that abandoned building ar long fabric tentacles. When the wind blows the right way, they reach right out into the street.

I note that in both photos they have it is hanging flaccidly from the shoulder, requiring support from the other hand. Needs more pneumatics.
