Is he drinking or is that a method of obtaining "filtered" air (to breath)? Perhaps in the event of a fire or gas attack?!?!?

That wouldn't last long, as in a typical plumbing installation, the toilet drains into a stack which is open-topped at the roof.

Personally, though, I think it would be an effective means of slow and painful death via hydrogen sulfide inhalation.

the entry claims it's a fantastic and mandatory device for breathing sewer air for when your house is on fire and you need to breathe air, instead of toxic fumes.

Uhm, wouldn't it be better to get out of the house, rather than taking the time to set this thing up?

I'm glad to see this diagram, though, since I've always wondered why the water in the toilet doesn't just drain out. Now I know.

The entire point is, of course, that it prevents drainage smell and sewer fumes to stink through the toilet, which is a great idea. Except, some people apparently think, for when it’s not.

That water trap is in your toilet to KEEP sewer gases from coming into the bathroom. Actually that's what ALL the traps in all the watery places in your house are for. Why on earth would you want to use something to breath sewer gases? Bleh!

Why oh why are so many numbered labels necessary??

13 and 15 are particularly useless, as are just about all of them bar 16 (if you don't know where your mouth is) 20, 25 and 26.
