Honestly, the first 20 photos look like Half Life 3 or 4. Either that or paintings.
There is a survival horror game called Disaster Report that takes place on an artificial island that is suffering earth quakes. At one point the adventure takes your character under the city into a flood control system. It looks amazingly like these pictures.
I was impressed with the design and scale of that part of the game. But to find it was based on something real. Now that is impressive.
Well, Godzilla must displace a lot of water when he's stomping around the bay.

The flood control story is a cover, they're building the NERV HQ...
... let's wait for the first impact.
... and all this can be yours! All you have to do is to let your economy slump for 10 years (or has it been closer to 15?), during which you embark upon an orgy of public works construction. The results are certainly impressive, though.

It reminds me of that scene in Akira when Kaneda and Kai are riding the hover scooter in the underground medical facility.
